We (La Universidad de Papaloapan) (UNPA) recently hired a new teacher. After she arrived, filed her papers and received her FM3 she was then told by the administration that, because of new policies regarding foreign teachers instituted by the new state government, before she could be officially contracted and begin teaching, she would have to get her IMSS number, RFC number, medical certificate and send these documents, along with the FM3 to the governor's office for approval.

Thankfully, after getting her FM3 she was able to get all the other documents fairly quickly, but after giving them to the administration to file w/ the governor they told her that they had no idea of how long it would take for them to be approved and when she could officially be contacted and start teaching.

Needless to say this has been quite frustrating for her, and all of the other teachers and students here. I just wanted to check with any other English teachers in the SUNEO system here in Oaxaca who may have heard anything about this new policy.

Thanks, any information would be much appreciated.

Additionally, I'd be interested in any thoughts you may have about your experience in SUNEO universities in general.

I have not heard of anything like that. How long ago did she arrive? Our last pair of new teachers started the last week in February.

She arrived on March 13th and had her FM3 info filed on March 16th and received the FM3 on the 23rd.

Before I left UNISTMO in Tehuantepec, I was told that my ability to continue my contract or return in the future depended on the decisions of the new administration. I guess this is one of the new procedures of the new governor. There's a new campus they've been meaning to open in Juchitan. I wonder what's going to happen there.

I've been back in Tijuana since February.

That's a good question too. Would this, at this point vague and unverified, new policy affect renewals of existing contracts?

I've been communicating with Basil directly on this issue as in involves institution specific information but to answer tjtechin. This is not actually a govornor's policy, but a stalling tactic.

But the SUNEO system is in a stage of its development that does involve some bar raising concerning new hires (or any non-definitivo current professors). However, it's still unclear how, if at all, that will affect English teachers as English is not a major at any of the SUNEO institutions.

Thanks for clearing that up MotherF.

My intention in the original post was to see if what our administration was telling our new hire (that she couldn't be contracted and start teaching because a new policy had been set by the new Oaxacan government stating that they needed to review the credentials of all new hires) was legitimate.

After MotherF's extremely informative messages it seems that this was most likely just a stall tactic to push her start date to April in order to satisfy some budgetary necessity or whatnot. We're going to talk to the VR on Friday and hopefully things sorted out then.

I never intended the initial post to be read as "New work requirements for English teachers" and I apologize if it came across that way. I also regret my post responding to "tjteachin" by saying "That's a good question too. Would this, at this point vague and unverified, new policy affect renewals of existing contracts?" That response, even qualified, gave the impression that it was a verified new policy that we would have to deal with rather than the convenient subterfuge that it appears to be.

We'll post what we find out from our administration on Friday.
