Is it exactly one hour? or could be less? anyone who had less than 1 hour and passed?

As I said... you're in content, not in EFL, so YMMV. I have never seen any discussion of length here. It could have been short because they were impressed... or NOT impressed.

Yes, I have the interview recently and it took less than 1 hour.

What is considered appropriate dress for an interview with ADEC? I know formal, obviously, but should it be suit and tie, or business casual?

I did it with business casual, no tie. the interview was very short, but passed.

ADEC is a different organization. You might want to check out their Facebook page. If it is for elementary level teaching, I would think maybe a tie, but no suit jacket...

Thanks for the advice; I wore a tie and things went well. The interview was only 15 minutes or so long, but good.
