Wow! What a coinkydinky! I happened to live in Zhanghua for about 7 months! Now I am in Buddha's Country, AKA Hualian.

Life in Zhanghua wasn't bad, although I didn't care much for the noise of Zhongshan Road or living & teaching downwind from one of Taiwan's biggest plastics factory.

Meanwhile, I have a buddy down in Jiayi. I like visiting him down there, but... honestly, I don't know how to put this without sounding MEAN and disrespectful...

I would recommend Chiayi over Changhua. Why? First of all, there's a lot more to do (coffee shops, western restaurants, movie theatres, etc.). Second, there's more of a foreign community there. And it's pretty close to Taichung and Tainan, two larger cities, in case you get bored. My only gripe is about the area in front of the train station which turns hellish on Sunday (too many people clogging up the streets).

The incident desrcibed above "Murder in Chaiyi" is not an isolated incident. It is the first such incident in several years to result in a death of a teacher. We feel that this represents a new danger for all foreigners regardless of nationality.
We strongly recommend all persons in the area of Chaiyi County, to use extreme caution and relocate to safer areas.
This danger specifically applies to non Asian females. There have been several unconfirmed reports of abductions and sexual assaults in the area prescribed.
