These are the places that offer CELTA in Vietnam:

I did mine with Apollo, it was great and although the facilities were not that amazing, I'd still recommend it. They gave a career chat, which sold Apollo, but they were fair and truthful about it.

If you browse through the Vietnam section of Dave's you'll find more info and comments made by people who have studied CELTA in VN.

Didn't do my CELTA there but I have heard good things about the course at Apollo. In regards to Hanoi, it's probably the best option.
