Only "real" schools can apply for a FEC. Training Centers = whatever you have.

Disagree. An FEC is issued whenever a "Foreign Expert" is hired by SAFEA licensed schools, regardless of the type of school.

SAFEA licensed Training centers are "real schools" in that they have school operating licenses, government inspections, and various licenses from local to national level. Your school may not issue you your FEC, but that does not mean it doesn't exist.

Maybe so, but, why did I receive an Aliens Work Permit from WSE?

I think your "facts" are wrong.

Schools hire Foreign Experts. Training Centers hire "Consultants".

Please address/describe your direct experience with this matter. Enough typed.

Your details of the 'school' change the situation.

You might not even get this document in the end. Go to SAFEA, but realize you might be working illegally, so you might be the one at fault.

Do you work for the circus is Jinan, Shandong? If so, they know about this guy.

I'm afraid that if I bring this up with anyone at SAFEA I have the risk of getting deported... Right now, I am shopping around for jobs for Sept. I think that I will ask a prospective employer for advice, especially if they would prefer me to start sooner.

I definitely work for a circus but it's in Dalian, not Shandong. No other FTs have had this problem before.

If you have an f-visa now then you don't need a letter of release from your school, so i'd just leave this school off my resume, find a way that they won't screw you over financially and move on to more happy times and a more legal job after your contract up

Seven years experience, quite close ties to school FAO and have actually underwent a two year SAFEA licensing process within a training school.

Sat in the meeting with the SAFEA officials during their licensing inspections of a training school.

So that SAFEA license on the wall of a training school ought be proof enough.

And your experience?

You can have your own opinion, but not the facts.

Really, you might spend some time in China and on these boards before getting snippy.

A word of caution, the release letter is now the release letter/letter of reference and it is not uniform - it is sometimes generated at the province level so this link may not link to the version your PSB wants.

And you definitely need the school's red stamp, (school's use more than one red stamp, but they'll know which one to use).

Regarding the release letter, I have heard so much conflicting information that I don't know what to believe.

Right now, I am working for a really lousy language school that has just made life unpleasant and I want to get out. However, I know that the school has a history of withholding release letters.

Yes. The Release Letter is now a combined Release Letter/Letter of Recommendation. Your employer is required to provide one copy to you and one to the local PSB.

Yes. Some shady outfits may skirt this requirement, but good schools almost never do.

First ask your school. If they refuse, go to the local PSB and ask them why you don't have one. Be prepared to wait for it there.

Forget court. Just keep going to the PSB and asking them to have the school come down to the PSB and give it to you.

With teatime here.

If you've done nothing wrong and they are withholding, then go to the PSB and demand it. They will call, that is their job. Keep doing it until it happens. Getting a few friends to come along will greatly increase your chances. They will bully police here, and that usually gets them to act.

I have never had this situation, but I have had one's where a few Chinese complaining makes everything happen.

Thanks everyone, especially Teatime. I am going to work till the end of my contract (not much longer now). Since I plan on moving to another province, I will be sure to ask for the release letter in advance, to give the school a chance to get the ball rolling so I don't have to wait around. If they withhold it, then I will ask a bunch of Chinese friends to accompany me to the PSB.

it's always a good idea to ask for it early, that way if they don't give it to you right away, u can just stop working.

also, it's a good idea to do it in person, that way your FAO just doesn't throw it into a drawer and forget about it

That works. I have watched an FT sit in a restaurant below his school and wait for the headmaster to deliver the letter before he would go upstairs. It worked.

Oh, and he also offered to call the PSB to come down and help clear up any confusion on the headmaster's part as the the "required to do it" part.

I thinK many here are judging procedures in western standards. In parts of China everyone is a friend. The Public Security Bureau people have dinner with the FAO at the school. You can not get justice if you have been wronged because it would require a Chinese friend to punish a friend.
Like the millions on this forum have said in the past. YOU MUST DO YOUR HOMEWORK AND NOT GET TRAPPED.
