I think you're addressing an important issue-- a significant, rapid influx of money to provide educational choices for Saudis and its provision resulting in dubious claims from providers.
The key word in that sentence is: provide. *joke
I want to thank you for giving some context to your claim, e.g., non-existent labs and passing off language classes as vocational.
Scot's contribution is � propos-- the challenge of providing education is greatest outside major population centers.

It's an American idiom - thus the figurative language:

"If you have no dog in this fight, you are not taking sides in an argument. One web site calls this "an old Southern expression," but it was not in widespread use before 1980, making it one of the most recent idioms in this collection."

I wasn't unaware of the saying.
I was speaking to the AP's quick reduction of my questions and criticism as having an agenda-- I believe their use of the phrase speaks to their mindset.

You, on the other paw...you can take the dog out of the fight, but you take the fight out of the dog.
