insurance contract offered only in Chinese

No, that it costs the school that much. They used to ask the teacher to pay 3000 of that, I'm told, but no longer do.
So, from that perspective, I might expect that they are providing a comparatively good (or at least pricey) policy, yes?

find out how much they pay to insure their teachers.

then ask them to pay you that amount as an allowance
to partially cover your purchase of private insurance.

both unis i've worked at have done this. it was standard
practice at the first. at the second, i asked them to insert
a clause into the contract.

at both, i received a cash payment of 1200 rmb. i purchase
insurance myself, and provide them with a copy of my
insurance proof of coverage letter.

Schools aren't stupid and if they're shelling out that much I'm willing to bet the policy is fairly comprehensive. If they're paying the whole shot I think your decision is an easy one (check the fine print in any case to confirm).

To this point, my attempts to negotiate changes to this school's contract haven't gotten far.
(The teachers I've talked with, though, have told me that "it's a standard contract" and they had good conditions there, better than a close reading of the contract might lead me to believe.)

How about this:

Perhaps it varies too much by policy, but generally speaking, how much freedom do you have there if you do need to see a doctor, in terms of needing your employer's permission for what you do, being able to choose your own doctor/seek out a western doctor if you can/want to, and so on?

Your school might recommend a local hospital, one that they've dealt with or have an arrangement with for medical exams and things like that. You need to ask about it. Whenever I've had to go to a hospital I've (depending on the problem) just gone to the closest one or the one that I felt offered the best treatment. But I've never filed a claim with our insurance either (too much hassle for too little money) or else it was something the insurance didn't cover.

PICC cover (at around RMB1200 as someone mentioned) has been what I've gone for. Their offices are everywhere.
Don't expect medical evacuation for anything like that cost.
PICC will not cover you for any condition discovered at the visa medical exam. They will be written into the contract as exclusions.
