Sadly, your story is not terribly uncommon. It is less common that it was at one time, not that that helps you. What I don´t understand is why Berlitz lets a branch get away with this, even if it is a franchise they should still have some control. If you are still in Mexico, you do have recourse, should you chose to pursure it. Mexican labor laws are actually pretty strong, it´s getting them enforced that is often the problem.
