Well, john, the new saying in the Magic Kingdom is:
You can Lead a camel to water, but you can't make him drink ! Laughing

BTW, the Arabic translation you have used does not reflect the correct meaning of the proverb, it shoul be:
يمكنك قيادة الحصان الى الماء، لكنك لا يمكن أن تجعله يشرب الماء

In my ten years in gulf Arabia I've been struck, frankly, by how keen Arabs are to pass the buck.

Both students and colleagues seem to expend a lot of time playing the blame game.

People often seem to find it impossible to just say 'I was at fault there.'
