I did ask if you work sate sector. You haven't said no or disagreed with that basic assumption, so I continued with it.
Again: do you work state sector?
As I say, I agree with you that the boss can and should pay your flight allowance. What I don't agree with is your assertion that he has total control of who gets paid what and when.
The salaries of Chinese staff are strongly influenced by the Provincial MoE and normally conform to a salary scale which is based opn a mixture of academic qualifications, years of service and professional standing. Now, I agree that the boss can give people a leg up here and there, but it is ridiculous to suggest that he can pay people what he likes.
There's more leeway with foreign staff, because we don't fit into the existing institutional framework. But at most places, that framework still provides a reference of some kind in a broader cost/benefit analysis .
All I am saying is that your boss is less important than you think he is. |

He's part of the inner circle of the school - it's a privately owned school. They employ about 25 foreigners in several programs |

this is china. things are different.
you are laowai. things are differenter.
the chinese teachers have their iron ricebowl contracts. same thing
every month, for years. you sign a one-year contract. you pay comes
out of a different bucket, and through a different system.
chinese employees have a somewhat automated system. your pay is
"probably" done manually every month. chinese take vacation, their
pay still comes in regardless. but during the vacation, someone has to
come in and manually do the deal, unless they move the payday.
your manager can make the decision as to how much you are paid. your
manager does not pay you. your manager signs a pay voucher that is
then sent to finance for signature, then goes to accounting for another
signature, and then goes to the little trolls in the payroll office...who then
manually do a cash transfer into your account.
yes, some places are more automated. more places are not. |

Well then most of what followed the "If you work in state school..." which I dropped in several posts back probably doesn't apply then.

Checks and transfers into your account? Wow. That's almost the modern world. I have never once seen a check in China and my pay is always in cash.
