My understanding is that official requests for arbitration do not go through the educational bureau (though they can help if they want) but through the arbitration comissions that are designed for labour disputes.
So you can apply to them for the 8 months pay. Except I don't know if what you wrote about leaving would make it difficult to get an award.

Don't get me wrong, Like I said, I know what it is like to be screwed by a college. In my situation, I suggested to them that they change the contract to one semester if they wish. There are too many schools that want me for me to stay at a school that doesn't want me.

Now we have an extra protection has our contracts in China now come under WTO

I do suggest that they way you went about things with your formal college was a very wrong way to do it in China, and may have led the educational bureau to be disinclined to be as helpful as they could. They probably called Tsinghua and said ...tell about this guy ... they may have said, how he was just here accusing us of all sorts of things, causing trouble. The bureau thinks ...causing trouble at tsinghua ...we don't want to get involved.

PS1 Look at the sticky on this forum about contracts. The guy got his award through

First, I did not have a signed copy of the contract, couldnt prove anything and as a result I lost out on return airfare and penalty money that I am sure the Labor Arbitration Tribunal would have awarded.

PS2 This shows how terrible it can be when people say false things about you to others , making me think to the Whiotjohn contreversy where the girls had things said about them. Who knows how how it might hurt the girls in the future. Obviously it has hurt you here, the false things someone said. Why can't people see how much these girls could be hurt?

I have never heard of anyone working for them in all those years. Why? Is it perhaps because they are not supposed to hire any outsiders who might "snoop" on their internal goings-on?

I was one of about 10 Western teachers. See http://urielw.com/china2/uwchina2.htm#43.

I don't think so; see http://urielw.com/china2/uwchina2.htm#64:

I had a government-issued Foreign Expert Certificate, and the standard Foreign Expert contract with my employer.

The cover of the contract says: "Issued and printed by the State Administration of Foreign Experts Affairs." It has standard wording, with blanks for writing in the names of the parties, the start and end dates, and the monthly salary.

Section 11, titled "Arbitration," states: "The two parties shall consult with each other and mediate any disputes which may arise about the contract. If all attempts fail, the two parties can appeal to the organization of arbitration for foreign experts affairs in the State Administration of Foreign Experts Affairs and ask for a final arbitration."

Tsinghua's Foreign Affairs Office received anonymous, malicious messages about me from a crazy man and passed them on to my next employer (before I even began working there) without ever telling me about them. When I learned about it months later and inquired, Tsinghua FAO Deputy Director Xia Guangzhi denied it and demanded proof. When I gave him proof he said it was my fault anyway and refused to communicate further. (See http://urielw.com/china2/uwchina2.htm#4.)

What would be the right way to handle such a situation?
