I checked the 2014 ratings, and NUCB's hensachi ranges from 35-41 (depending on the department). I looked up the universities I've taught at in Japan, and one is 35-39 in the 2014 ratings. It was really a pleasant place to work, and the students were most definitely not "nearly retarded". There were some students who just didn't want to be there (especially in English class), and would skip class a lot, or sleep in class when they did come. Sometimes those students took the same class 4 or 5 times. However, those students weren't disruptive, and, to be honest, didn't affect me all that much (if they weren't willing to learn, there was only so much I could do to help them). On the other hand, there were also quite a few very bright students. Those students went to that low-ranking university for many reasons - some weren't able to go farther away for college, some didn't have the confidence to try getting into someplace else, some went where their friends from high school were going, and some just didn't really care where they went to university.

I'd say that the hensachi rankings are good (for us) to get a very general understanding of the students' level, but that's about it.
