I agree that he can make up his own mind. At the same time, no one is telling him he can't get a job in the ME with his current qualifications. However, given his criteria, he would need to upgrade those qualifications in order to compete for the better jobs that pay enough to support a wife and son, cover his child's pricey education, and allow him to save money.

The British Council in the UAE tends to fill positions locally (i.e., with a qualified national or an expat already in country under a working spouse's visa), or they promote internally. Either way, the monthly pay of 9,922 AED up to 12,399 AED (£1,784 – £2,230 or $2700 - $3400), isn't enough for a family in the UAE to survive on, which is why those positions usually get filled with a local hire.

If you expect to teach (anywhere) in a position that pays well enough to support your family and add to your savings, seriously consider upgrading your qualifications.

The former if you plan to keep teaching kids. The latter if you intend to transition into teaching adults. Frankly, if your passion is working with kids, you'll probably have a lot more and much better opportunities by getting a teacher licensure/certification in your home country.

Do some research. Look at the job ads in your region to see what the better-paying positions require and use that as your guide in terms of what "upgrade(s)" you should pursue.
