During the Soviet period, all property belonged to the state. After Estonia regained its independence, the government returned property to its original owners (all private property had previously been seized). In addition to that, flats/homes built during the Soviet period were given to the people currently living in them.

The only difference between the one in Tallinn and the one in Riga is that the one in Tallinn is still operating. I have nothing good to say.

I am familiar with the situation in Bulgaria where under Socilaism there was a very high percentage of private house and flat ownership. Was that not the case in the Baltic republics of the USSR ?

'Ownership' was always a more theoretical concept. The government could and would move people around as they saw fit. When the powers that be can move you at a moment's notice, you don't really own anything.
