She has been clear in that i should speak to her only in regards to contract/official matters. There is no central office or teacher room that i know of. The president seems to be the only other option.
 
 
I when with my teacher/liason to the PSB office when applying for the RP. There was an official that was surveying the other seated officials and was giving all of my (and others) documents the once over. There was an issue with my photo and i was seated in front of him, but he just made gestures instead of speaking English. It was just an issue about the background color, but he had to translate through my liaison. So, I am not too sure how happy or comfortable he would be if i just rocked up to the desk with these issues in English, much less if i just loiter around the halls waiting to pounce on every top dog looking official with English. I would likely be beaten down by those security guards with the billy clubs

If you want to get this resolved by end of Semester (June) start now.
 
Tell your classes that you will be unable to give a 'final' test or mark. Make it vague but the class snitich will get the message back. 
 
Make sure the SAFEA comment and the no finals comment hit the same desk at the same time.

I have thought about this. However, I  am worried about the ramifications of doing this with my next teaching position, which i am currently looking for.

If my meeting with the president and (polite) threats to visit the PSB goes nowhere, then this might be a serious option. This means I would certainly lose the travel allowance and flight ticket home, but it is even doubtful that I will even get that if i stay at this point...
 
 
Could I be stopped at the airport by immigration? Yes, I am overly paranoid about these things...my guess is hell no, but... |

I had an FAO like that. The contract was a xeroxed affair that had SAFEA emblazoned across it, yet she had no idea what SAFEA was. 
 
 
Something is seriously wrong. Your best bet may be to keep your head low, ride out the rest of your contract, then hope that  your captors issue a release and (maybe) a referral so you can move on. |

But at the risk OP would never see any of salary/reimbursement again.  Essentially paying to work.
 
 
There's a chance OP will get the full salary and reimbursement owed to him, but judging by the employers previous and current behaviour I wouldn't count on it.
 
 
At what stage is it best to cut your losses and leave?  
 
 
To OP: If your next salary is not in full I would leave.  I do not say this lightly, it seems that you've spent around 4-5 months chasing what is owed to you.  If you haven't got it by now, not sure you will. |

Totally agree Muscat! I think one of the reasons that FTs are treated so poorly (when it comes to money) at times is due to this. I would say that many FTs are almost living paycheck to paycheck and the schools know this. Especially as many FTs borrow some 'start up money' from the school at the beginning of their contracts.

I can not impress upon you how obtuse my liaison is. I said to BudPowell that i would bet a beer ,or my good name that she has no clue what SAFEA is. And any explanation on my part would be met by that glazed look in her eyes. I have given up speaking with her. If she had a clue, i think this would be a good idea.
 
 
I have been trying to speak with her since Dec. 2016 before my last contract ended in Jan 2017. 
 
 
The class leader, or snitch!    Honestly, the students couldn't care less. They would be happy with no test (the department will pass them anyway). This could easily be turned against me - the 'bad teacher' is not doing his duties , so why should we pay you?
 
 
I have though about going to class and let it slip that the university is not paying me, but i still don't think they would care, or even understand... |

I have such a fund, but I always am determined to honor my end of a contract, or at least solve any issues with the least amount of carnage whenever possible. 
 
 
Plus, as noted, they had not reimbursed my flight to China yet and "could not reimburse my flight home" because the "accounts office was closed". This added more pressure to sign the contract. They knew this. If i did not sign, then goodbye to a very expensive set of tickets and 9 months of not working.
