Who's more important...the receptionist or teacher?

Look at it this way:
If the secretary is obviously underqualified then she's surely related to or sleeping with someone and thus important in some way to the director. Who is the teacher related to or sleeping with? That's the unknown variable in this equation.
If, on the other hand the secretary is very qualified then the boss also uses her as a sort of office manager, even up to the point of having her deal with student problems, do the accounting, bribe officials, distribute pay, etc. She's been around long enough to see many a teacher come and go, but she stays. The best a teacher can hope for in this context is to be the favorite of the moment, in which case she'll bide her time.

The secretary outranks the teacher in 99% of cases. Sorry, but that's life in a small business environment in most countries.
