4500 a legal maximum?

The school is either mistaken, lying to you or retarded.

Yes, these maximums exist by rule. They are very problematic for many legitimate operations.

Repeat previous rant with a few more details:

FE in Culture and Education "MUST" have "OFFICIAL" "SAFEA" "contract." SAFEA 1997[314]. Verified by telecom with SAFEA as recently as last week.

Yes, other contracts are invalid, and the "official" contract is worthless.

Do you want to be an illegal alien?

Do you want to contribute to the perpetuation of an unlawful society?

Would you rather be a good influence that will possibly help some Chinese citizens to recognize their Constitutional rights?

If Law doesn't matter to you, you are in the right place, but, don't expect it to be a two-way street.

If you like this school otherwise, let them know what your legal maximum hours are. Then let them know you are available for overtime at a minimum per hour rate. They may be telling the truth per local rules, completely ignorant or full of it. It only matters what they are willing to pay you. One thing they may be trying to avoid is tax reporting, although they would put the max at 4000 in that case (see other threads). If you have very few hours that salary plus accomodations could be a good package.

Provincial ministries do set the salaries for PUBLIC SCHOOLS. They are different in each province. In Liaoning, for example, it is obviously lower than in Guandong.

Salaries are based upon your educational level - Bachelor, Masters, PHD.

Having said all that, I think creative FAOs can get around these rules Smile

Edit: Also it depends on the quality of the university. You will have less success negotiating with say Beijing University than with some "college" located in BumF**k, Henan.

As with everything, price/salary boils down to supply and demand.
