I think this is especially important in China, where relationships can work in amazing ways if you know how to manage them. Some teachers never get the work, or extra work, or they get the dregs. If you can understand how relationships work here you'll find a completely different world opening up to the one you thought you lived in.

Very true. A meeting of the minds (and after a while, hearts) can give you extraordinary lifelong snapshots of a China you might otherwise have missed. It's also great to see these people really progressing because the friendship drives them to do well. Honest, when I began choosing my own students it added a real feeling of fulfilment that having them chosen for me never did. I hated teaching private students when I knew they were as unwilling as me to be there.

Depends on who you work for. Some contracts will state 'no' but turn a blind eye. Others will say no and mean it. Others don't care as long as you do the hours for them first. Best to ask when you're in the recruiting process.

PS. My comments are only about China. I found Japan to have a totally different dynamic but I was doing business and not teaching there. You're looking at China, right?

I wholeheartedly agree with ChinaSyndrome's reply to you. It is true that personal rapport cushions the otherwise potentially harsh effects of a teacher-student relationship. I have had very interesting privates over the years, luckily they could afford me (being rich beyond the ordinary CHinese dreams).
BUt if I should answer your question about rates:

I sk for a minimum of 100 RMB an hour. Sometimes I settle for less, knowing that my learner cannot afford a higher fee. So long as the harmony is there I do not mind giving them a discount.
Of course, I try to get higher. I sometimes get 150, seldom 200.

One more thing you need to know: You can advertise in local papers only if you are legal. If you are legal you cannot normally work extra. However, newspapers want to see your documents (in one case, they even wanted me to write a CV in CHinese, which I did not want to do nor could do, the writing in CHinese being a serious challenge for me).
