SAFEA invitation letter is a letter issued by the State Administration of Foreign Experts (SAFEA) for you to come and work as a teacher of English as a foreign expert.
In your situation, there isnt a reason why you cant go straight to Shanghai, however I wouldnt advise it as the laws have probably changes since July and are now being enforced to varying degrees.
So basically, as of July you could do this, but as of now, it is still very possible, but risky considering the implementation of new visa regulations and the application of new law..
Weigh your options.

Hello-- I'm working on this same issue right now. I have a one-way ticket to Beijing and am about to fill out the forms for a tourist visa. Its asks how long I intend to stay... I want to find a job and stay a year or so, but should I just say that I intend to stay 30 days since that's all the visa allows? |

The U.S. is a little different because U.S. nationals can get a 3 month or 6 month multiple entry tourist visa in addition to a 'regular' 30 day tourist visa.
As for the 'regular' 30 day tourist visa, you can state on the form that you intend to stay 7 days if you want; it does not matter because a 30 day visa is the minimum the embassy will issue.
In my experience and to the best of my knowledge, when you apply for a 'regular' 30 day tourist visa you will not be asked for any support documentation.
Do not, under any circumstances, tell the visa office that you intend seeking employment in China. Basically, that would be like running into a Highway Patrol cop at a roadhouse and after him asking you where you're headed and you replying, you then add "Oh, I I intend to travel at 75 mph along the way".
As for the multiple entry, 3 month and 6 month tourist visas, you apparently have to explain why you want one and, for example, if you said you were going to stay with relatives then the embassy might ask for a letter of confirmation from said relatives.
But, the 'regular' 30 day tourist visa is a piece of cake. |
