Paying into Japan's pension scheme... Mandatory?

Hey Jim, did you ever find an answer to this? I need to sign up for the Kokumin Kenko Hoken, but not sure if I'll be able to get away with not paying the pension.

You can sign yourself up for kokumin kenko hoken at the city hall/ward office. This does not include the pension. That system is shakai hoken, and your employer makes the arrangements for that.

How is the shakkai hoken paid? Is it a fixed amount or a final salary type thing?

Shakai hoken includes corporate health insurance, pension plan, and unemployment insurance. You cannot separate these and pay only one or two of them. It's all or nothing (and nothing is illegal).

Actually, there is a pension payment that is often paid along with kokumin kenko hoken. Not everyone is enrolled in shakai hoken, but all Japanese must pay into one or another pension plan (if they have the means to do so). Those Japanese not enrolled in shakai hoken are required to pay into a pension scheme that goes along with kokumin kenko hoken (kkh). You, as a foreigner, don't have to pay it, as far as I've been told, but I've heard of some city/ward offices advising foreigners to pay it along with kkh. Once you sign up, it's really hard to get out of it. One who doesn't understand Japanese very well should have someone who does present when enrolling in kkh.

Jim, I hope I'm not telling you something here that you already know. If I am, please forgive me.
Your best bet is to go to the Social Insurance Office (shakai hoken office) nearest your place. Of course, take someone who's fluent in Japanese if you're not yourself. You'll get the straight scoop there.

Let us know what you find out there, if you go.
