My guess is as good as yours. Keep in mind that immigration marches to its own drum and they will issue it when they are ready. If they are busy it takes longer.
No one has ever told immigration to hurry up and gotten away with it. Patience is a virtue, I'm afraid.

| My three year visa is now safely stamped in my passport - thanks for the replies. For anyone else, it seems that three weeks is not too long to have to wait. |

between the last time I applied for a renewal and the day I went to immigration was 5 weeks. 3 weeks is not too bad, really.
Immigration in Kawasaki (where I go) has gotten busier over the last five years, since more foreign people go there.
Sour Grape, if you went to the office in Shinagawa, I am sure they really are busy.

| It's different everywhere in Japan. In my local immigration office, if you wait any longer than 2 weeks, you're waitiing a long time. They're usually very speedy with most simple, straight-forward visa renewals, changes, etc. |

March has got to be the busiest time for visa renewals because of companies starting their fiscal years in March, and teachers renewing their visas for the academic year.
I waited two weeks last year for my visa renewal, sitting on a red stamp in my passport.
All good, in the end. |
