That has absolutely no bearing on your status. You don't officially have to declare ANYTHING to the government... The non-residency applications are merely to provide an assessment, nothing more.

When we left Canada, we didn't "declare" non-residency... But the Canadian government assumes it.... The long-winded explanation of this is just too long-winded for a Friday afternoon...

I got some Warcraft to go and play.... My night-druid needs me.

If I forgot to fill out the form when I left two years ago should I do it now or wait until I return?

Don't forget that Revenue Canada will also look at whether you were likely to, or intended to return to Canada. That is also a factor. The other big factors are how many ties you have back to Canada. If you kept your medical insurance and came back after a year or two, your chances are really low at being deemed a non-resident. To complicate things, there are different degrees of residency. Phone Revenue Canada and speak to someone. They will spell it out for you. In addition, you can search this forum.

I'd fill it out now, one less thing to do when you return and it is something you can show them.

ok, say you just pick up and leave, don't declare anything regarding residency, keep your health care, etc. how would the government know that you are working overseas? if somehow the government did track you down and asked you about taxes couldnt you just say you were travelling and not working? do they have any way to check into that? if you don't owe any taxes, isn't there a good chance you will just fly under the radar?

Yes, but you could get busted and have a heafty tax bill.
