Don't lobby against your job, lobby for your job direct with the BOE, with all the lost backpay, the difference between what the BOE paid and what you've been paid. Your illegal dispatcher is legally required to compensate you for it. The contract with your illegal dispatcher is invalid, as is the contract between your illegal dispatcher and your BOE. Because of this, you could consider yourself as have been working for your BOE directly on a unlimited term contract. You're there for life at a higher salary and better benefits if you want to fight for it. Even if you only plan to stay here a few years, a raise of 1/3, going back retroactively, should be enough to motivate you.

MEXT has already instructed all BOEs around the country that all ALT positions should be done by JETs, by directly hired ALTs or through licenced dispatchers. MEXT doesn't know that it's still going on until someone tells them, just like someone told them that high schools around the country were not teaching the required curriculum so students could better study for entrance exams.

The Tokyo Labour Bureau has also instructed all schools in Tokyo, as probably have other Labour Bureaus around the country, to stop using illegal dispatchers, but they won't know that it's still going on until you tell them.
