I wasn't trying to be clannish or blow you off. Apologies to anyone who read my comments that way.

What I said about requirements being different all over the country is absolutely true. And what you're hearing from immigration in Morelia -- that you'll have to show your face in order to do business -- is pretty much true all over Mexico. Business, especially government business, is generally done face to face here.

All of that said, you're asking complicated legal questions to people who teach English for a living. Yes, most people here have gone through the FM3 process at least once. But as far as I know, there are no experts on Mexican immigration law haunting Dave�s.

So what you're getting is hearsay, really, and isolated experiences which can differ substantially from place to place. In my case, I've dealt with the Guadalajara office three times and never had any problems. Someone else is telling you of a different experience in Guadalajara, and I believe we're both telling the truth.

My advice, once again, is to take all the paperwork you can carry, including, as someone said, apostilled academic papers, to the immigration office in Morelia when you get there. Ask the immigration officials, who are indeed versed in the law (at least their interpretation of it) and ask them what you need.

I recently submitted paperwork for an FM3 at the office in Morelia. I was required to provide the original document and a copy of each of the following:

1. a letter requesting to change the status of my FMT to an FM3 (needs to be in Spanish, contain all your personal data, and be very formal and polite)
2. FMT with copy of both sides
3. passport (for the copy they only asked for a copy of any page with a stamp, not the whole thing)
4. apostilled TESL certificate
5. certified translation of TESL certificate
6. work offer letter from the school
7. three copies of SAT-5 form
8. proof of address (a bill for water, gas, electricity, etc., did not have to be in my name)
9. Passport-sized photo from the front (two copies) and from the side (one copy)

I've got to get to class, but I will post more details later.

At the immigration office here in Merida, they give you three copies of that form, which they fill out on their computer and produce on their computer printer.
