The working holiday is a Commonwealth arrangement.
One reason for the large number of Canadians abroad may be an oversupply of graduates. Not only is the proportion of Canadians going to university high, but Canadian immigration encourages large numbers of foreign graduates even though there is no chance of them getting a job in their own field. |
