According to the website of the Saudi Embassy - among some of the requirements are the 'work experience' letters - which I don't have.

The best I can do is to provide some reference letters with regard to previous employment. Most of the places overseas where I have worked don't want to deal with the hassle of producing those documents. It is a pity the Saudi Embassy doesn't realize this.

I am wondering whether the Saudi Embassy can legitimately 'refuse' employment to someone who basically has everything in order. It is strange that the requirements of the Saudi Embassy supercede the needs of the Saudi employer.

It is frustrating and stressful to go on a chase for pieces of paper which are difficult to obtain.

It also means that I cannot book my initial flight to Saudi, as I have no idea when the Saudi visa will be issued.

As far as I know, the 'work experience letters' are not a requirement for obtaining the Saudi visa. I known some people who did not have any work experience got the Saudi visa.
I think what you can do is to contact one of your colleagues (or a friend) at your overseas ex-employers and ask him to write you a reference letter in which he mentions the number of work years and your post title with your ex-employer. The reference letter can be used as well as an 'experience letter'.

This is a general problem with the majority of the Saudi employers, they do not want (or they do not know) to ask for reference letters directly from the ex-employers of a candidates, they want the candidate to do the donkey work for them. So, my advice to you is to collect all your reference letters (if you have any) and compile them in a nice folder titled 'experince letters' in RED color, and I think they will be satisfied with that.

Well, at least you can make a reservation with the Saudi airlines at the end of August or early September, by that time I think you will have finished all the hassle of paper work with the magic kingdom' embassy.
