Like Guy I hail taxis off the street all the time. Actually I avoid sitios because they overcharge. A taxi friend of mine told me many times it doesn't matter if you hail a sitio or off the street; as many sitios when running short of taxis will actually just hail a taxi off a street. Yes I've seen it happen!

i've lived here for 6 years. During the day up until 10pm-ish i just grab taxis off the street, the meter starts with $6.40 for the 4-doors, and 5.80 for the VW (quickly disappearing) beetle bugs. A nighttime meter rate, which most taxi drivers are reluctant to use, is starts at $7.68 and should be in effect as of 10pm. If they refuse to turn on the meter in the evening, you can either wait for a driver who will (which could be a long wait), or, more commonly negotiate a price. try to ask someone who is familiar with neighborhoods and distances how much it should cost you before flagging down a taxi, because the drivers will often quote exorbitant prices at night (to everyone, not just foreigners). What I do after 10pm is call a radio taxi "sitio" service, phone number 1056.0714. they send private cars, they tell you the car # and color ahead of time, and the taxi meter starts with $11.52 (the meter is in the glove compartment usually hidden so ask them to pop open the glove compartment when u get in to make sure the meter is on at the correct rate). They are a safe service. You will only be charged what the meter says. Tips are not customarily given in Mexico City taxis. hope this help!
