Well its horse for courses. If you work at an IELTS centre which offers tests then you may get pretty miffed if an outside examiner took away a potential source of income. staff in those positions tend not to move on and they can't be blamed for that.
As for credibility, well its difficult for students to get a grade above their level as the writing, reading, listening and speaking are usually assessed by different examiners, at least here in China. Any discrepancies, such as a band 4.0 in listening and band 6.0 in speaking is double checked and the examiners, as you will find out , are monitered on a regular basis, every 3 months here..
Actually it should not be called a test as you CANNOT fail.
It merely assesses your English proficiency against a set criteria. bands 1-9
It's alright I suppose, as a weekend filler for some extra dosh, but it's an administrative activity that involves no actual teaching. But there you go, some people love it exactly because of that.
