Maybe waste is the wrong word. Even somebody who keeps on their a/c or heater 24/7 may feel it's necessary, and free power is free power.

that would define waste in my opinion. free power is free power, sure. but that's not a license to waste it.

there are plenty of ways to keep an apartment warm/cool without using energy 24/7. the problem is, as demonstrated in the post by kev7161, most people don't care and most people have no incentive to save energy because they're always waiting for someone else to take the initiative.

our school used to offer an RMB300/month utility bonus, which was usually more than enough to cover our utility bills, unless of course you're one of those people who run air con units 24/7. But in our new contracts they've eliminated the utility bonus. No big deal, my ANNUAL power/water bill is only about RMB500-600 per year, but the extra money was nice to have each month.

Cleric, you're so easy to rile up!

It's not that I don't care. My main A/C unit does have a thermostat on it. When it reaches a certain temperature, then the cooling (or heating, depending on the time of the year) will turn off, leaving only a fan running. Then, when it warms up (or cools down) to that thermostat set temperature, it will kick back on again. That's why I use this one and not the others in my home. However, the temp rarely reaches what I set it on because of the little cracks around the edges of my windows and under my door to the outside. Plus, the aforementioned lack of insulation doesn't do much for keeping that cool air trapped inside. So, I use my A/C as responsibly as I can, but it's not really my fault that the buildings are so crappily built around here. If the OP's school had quality apartments on campus (along with classrooms), then they wouldn't have to have such big worries about the high cost of utility bills.

Yep the standard of insulation especially around the windows/doors is woeful. In winter we stuff the gaps with paper towels. Like others, my a/c on cold or warm never reaches target as it cannot cope with the leakage. I keep the bathroom and kitchen doors closed so the unit isn't having to work on those spaces as well as the living area.
Also the units are only in the bedrooms so they need to be set quite cool or warm to have a discernible effect on the living area.

not riled up at all. my post wasn't aimed at any one individual but more at society in general.

i know that many/most people who complain about energy costs, home, car, whatever, are usually the same people who have no interest in finding way to conserve energy, and in turn, saving money. instead they keep on using as much as they can.
