True enough - though I'd say some bureaucracies are more bureaucratic than others.

I will admit, though, that the bureaucracy in New Mexico (composed in large measure of individuals who, as a group, are often termed here "the Hispanic Mafia",) awakens deja vu of my time in the Kingdom.

Still, they're only Number Two, and they're not trying harder.

It's an open-ended question I'll try to put one interpretation within the framework of teaching:

The teacher who is panting after job security, professional reputation, promotion etc,,,

The employer who tantalizes teachers,,,

The mainstream strict culture which expects the teacher to play such a conventional role,,, then the teacher can perceive himself in the confines of this mental image,,,

Intruders in the profession of teaching who are not professional and unaware of their rights collected from the streets of cities by recruitment agencies and thrown in classrooms,,,

Ambiguous language of certain clauses in contracts,,,

Other members can add other interpretations to the list,,,

LCK, though this could be one interpretation,,, but it's not the one I had in mind,,, I mean some teachers slavishly adhere to rules and spread them among other teachers even more than what employers expect!
