The most interesting thing about those memos is that the president released them right into the biggest conceivable news dead zone. When governments have to say something, but hope nobody will notice, they announce it late on a Friday afternoon. By Monday, nobody remembers. But to release it after the end of work for almost everyone, on the Friday (i.e., Thursday) before a week-long holiday...! Most people were probably out of the country.

Makes you wonder what was so incendiary in them.

And I can't really see anything. Bottom line seems to be that the new president's top priority is to keep himself and anything he does invisible.

This does not augur well for CNAQ's future. It's the policy one would expect if the ship is going down--just avoid panic on the decks. And avoid becoming a target.

What's the difference between what the new community college CCQ offers and what CNAQ offers? From looking at the CNAQ website, it seems as if they are offering valuable programs. I know that some of the Gulag students were sent there for classes and seemed to do better than at the Gulag. Maybe because the classes are held in proper classrooms not in shacks? (Although the new Gulag premises are good and are at least educationally oriented.)
