This has been "the law" for at least 8 years that I know of. It isn't something new. But, as with everything else in China, it is how the law is interpreted. I know what it means, you know what it means. However, at the level of provincial government there are many interpretations. Rightly or wrongly, whether you agree with or disagree with them is irrelevant. They exist.
In some provinces and cities it is possible to convert from L/F to RP. It happens - accept it.
The Criminal record check has also been law for at least the same period of time. whether it is applied is something that different provinces have different viewpoints on. Currently, I believe it applies to Inner Mongolia and Tibet for American passport holders only. It has in the past been applied sporadically in Shanghai and Guangzhou, again for American passport holders only.
I'm not sure about other English speaking countries, but in the UK it would be impossible for the passport holder to get this document. |
