According to our FAO schools can and do make reports to the local Foreign Experts Bureau. I have no direct experience with this but I believe our school made one such report in the last few months. What are the implications of such a report? Who knows. |

| I suppose one course of action would be to get a new passport; nobody would ever see the residency permit from the school. However, I'm not in any kind of "gotta get back to China" uproar, I just wanted some input about this (somewhat peculiar) situation. Thanks to all. |

I'm not usually one to support midnight runners but maybe the OP had every right in this instance. According to him one party to the contract unilaterally tried to change the terms and threatened to do so whether the other party consented or not so well done OP for leaving him in the lurch. It wasn't going to get any better for you there.
As for the FAO reporting you, well he might or he might not. Don't worry about it as it's likely an empty threat unless he really has it in for you. Even if he does I doubt his complaint will result in you not being able to work in China for three years but I don't know that for sure. Don't even reply to his email. He'll likely forget it all in a few weeks. |

China bureaucracy is a sprawling mess. A matter like this will not leave Henan. There are several different places in China that are still open to you. I wouldn't lose any sleep over it.
It looks like you bailed in March and the FAO is just now telling you that he's doing this? How long do you think it will take for him to actually get the letter to where it needs to go?  |

If it were me, I probably would have pointed out exactly where in the contract it states that utilities are covered. If/when they told me they were going to deduct regardless, I would make sure they knew (in writing) that they are breaking the terms of the contract. I would have given them a notice (in writing) that I would be leaving at the end of the month due to contract violations. If they said something to the effect of, "fine, leave then, see if we care" . . . then I'd do just that. If they threatened with this or that, I'd say something to the effect of, "fine, let's call the local law authorities and see if we can't iron this out."
Granted, I agree with most who say that trying to work things out or trying to get the law to help out the foreign "guest" is almost pointless, but giving it a try before just walking out (for me) would seem prudent. For sure, assuming they backed down on the whole utilities thing, I wouldn't sign a new contract, but I would remain till the end of my current one provided they continued to play by the rules. |

| Thank you, Opiate. I got some good advice on here, though. If a school ever tries anything like this again, I will ask for a written statement that they are changing the terms without my consent, that they have not adhered to our original agreement, etc. Might give them pause. |
