If you are comparing salaries for jobs that provide free housing, yes.

Why not a university job in Beijing where the apartment will be provided? Or where the housing allowance covered the 2000 he was talking about? Most places that offer accommodation will offer a housing allowance if you ask. I've known places that offer the same basic salary to have a difference of 2500 RMB a month (one offered 500, the other 3000) in the housing allowance they offered to people who didn't want their accommodation.

This usually means you have to live on campus and you will have a curfew.

it usually means you will live on campus but that doesn't imply there's a curfew. I've never had a curfew, no-one i've ever worked with has had one and if anyone finds a curfew listed under any of the articles in a contract, politely ask the school to remove it. A simple and courteous request usually fixes potential problems like this.

Also remove any clause that forbids you to travel outside the city or requires you to notify the school of any travel plans you may have.
