this is from my own experiance a few years ago. I was shorted money on pay and year end bonus. I did not go to any gov. offical it is too much trouble and like it was said who does the boss know ( or pay ). My wife ( who is Chinese and was a news paper reporter ) wrote a letter to the local paper and CCTV for me. I took the letter to the school and asked them what did they want to do. I was paid shortly after that the ( loss of face ) publicity scared him more then the Gov.
