My opinion and practice has been to be extremely observant of local dress code at work and in small towns (long sleeves, low hemlines), and more relaxed but still respectable inside tourist resorts. I think it's a fair compromise.
Actually, I own an abaya to wear over sleeveless tops and shorter dresses when stepping out of the house quickly, en route to foreigner ghettoes or, with a scarf, when going for a clandestine walk without getting hassled. What the best-dressed will be wearing this Fall... |

Yes, I suppose that can be useful in the smaller places. It wouldn't be needed in Muscat area...
