Ok, change "must" to "really ought to, doggone it".

They are under no obligation, however, and I'll bet many/most mom and pop shops don't. I can tell you only about one (and they don't), but think about it. Unless you are big enough to afford setting them up in the first place, maintaining them, and dealing with the hassles of foreigners and their ways, it makes sense not to deal with it.

Should they try? Yes, for the sake of incoming teachers, but many don't, I'll bet, so the best they can do is just give a list of real estate offices and serve as a guarantor.

FYI: all the JET literature I recieved states that they strongly discourage people from bringing pets. Of all the people I met in orientation only 2 or 3 were placed anywhere remotely near where they'd requested, so this is not a surefire way to geta 'pet friendly' place either. Your first 3 weeks here might well be spent shuffling between hotels. In Tokyo, your host prefecture, near your contracting schools and then finally into an apartment that may have been 'chosen' for you.

I miss my cat terribly but I think she is much happier with my folks in the states chasing mice.
