Appreciate the input above.
My understanding is that if I was anywhere but North Central Saudi, I would have an easier go of getting Gogo to the ME. This is the point that has become clearer with the contribution from the posters.
There are lots of dog lovers in the world. I will try my best to find one here.
When I got him, I thought that the worst thing I was doing was giving him an extra year. I could only rescue one of the 250 dogs (I'm sure the pound had many more than the 250 dog limit in the cages) at the dog pound to give him a 2nd chance. I don't even know the method of 'putting down' that happens to the others..and I don't want to know. No googling that!
Dogs aren't considered desirable from the pound here in Taiwan. Taiwanese use dogs as accessories and status. The pound workers were surprised when someone came to choose one. I had a gang of onlookers genuinely curious to understand my concern for a stray.
Whatever. It is what it is.
Saudipaws looked like a great site within the country to help dogs but not for Gogo's main concern which is first getting him in the country and then transportion to Hail from the airport to possible a hotel for the first night.
Also, while on holidays, I wouldn't be keen on finding people or an organization to take care of an animal until having lived in the Middle East for some time to understand what is possible and/or socially-culturally acceptable.
