I would trust a visa agent like "everbright" in Hong Kong. They have had a splendid reputation for enough years now, that they have "earned" the right to have their words considered valid. The same with some other visa merchants, though obviously all visa agents are not equal.
Again, my thought, my understanding, but I will not say I know it as a fact, is that all these years people should not have been able to do z-visas so readily in Hong Kong, and now such rules are being enforced, at least for the duration. I too would find it strange a visa agent would turn down a chance at making money.
Overall I would trust the word of "Everbright" over mine or other laowai. However, they must also conform to what the government tells them to do. More disturbing is that questions to the Chinese "consulate" in Hong Kong go unanswered. Suggests a state of definte flux among the governmnet agencies and workers |

I think it is important not generate a general panic on this issue. You have referred to the SCMP so here is exactly what they have to say on the issue |
Do you perhaps have a source? A URL perhaps?
Visa agencies here where I live and work (HK) are stating openly that they can no longer process Z visas. |

i just got back from my visa run to america. LA office was a breeze. in and done in less than 24 hrs.
too bad the flight time was just about the same. |

| I just got back from getting my L visa changed to a Z visa in the Chinese Embassy in Australia. You can't believe how many angry westerners and Chinese were there fuming about the ridiculous new regulations. |

the subject line of this original post seems to be highly inaccurate. the discussion here seems to be "can i GET a Z visa in Hong Kong" and not "can i CHANGE to a Z visa in HK." can the person who started this thread change it? its confusing and misleading.

i've managed to get a few Z visas in hong kong over the past four years. and none of them from a visa agency (I got all of them at the office in wan chai). in fact, i inquired with forever bright trading in HK a couple of years ago and last year about getting the Z visa from them, and they told me they arent able to (and never could) process a Z visa. as far as i know, the china visa office in wan chai is the only office in HK that has been able to process Z visas for some time now. |

Yes, I think you have made a key point. :ega;;y you do not "change" a L visa to z visa. You come into China on an "L " visa and leave on it.
Z-visa is something by itself, that needs an invitation letter.
This is definitely no the same as the PSB, via Guanxi, "changing an "L" visa to a z-visa, if this is your point |

How do you know this? I'm in Asia and will need to apply for my Z visa soon. I assumed, from recent comments, that I will need return to the US to apply, and then come back to Asia a few days later. Alas, things are never clear... |
