Yep,
they were giving out German Service passports called a Dienstpass. I believe quite a few of the teachers got one as well though it's doubtful this was also conferring German citizenship as well.
And yes, the salaries are in the region of 20K with another 8k a month for housing.

| The dienstpass is not issued to foreigners. It's a type of diplomatic passport equivalent for Germans only, traveling abroad for specific purposes deemed to represent the German state where they live. Examples are exhibitors and artists at a foreign event. |
