Before they start focusing on English, the UAE really needs to take a look at the entire school system - the number of students reaching college level that are basically illiterate in Arabic is astounding; to expect these students to function in English as well is just way too much of a reach. The desired qualities for students stated above (well-rounded, participation, developed analytical skills) are just not in evidence in many of the students I teach. Before they start trumpeting English as the Thing To Do, fix the basic school system first, so students are equipped with enough basic skills to learn, period, not only learn English.
