In order to avoid confusion with the Ministry of Immigration's 'b____list'
we could call the putative MoHE's or MoM's 'b_____list'
the 'Ninja List'.

"Ninja Teachers" share the Ninja Turtles' ability to disappear suddenly from one location before suprising people by re-appearing shortly afterwards in another one. Also, there are very few real 'Ninjas' alive today who could be offended by the use of this term.
