Not always. Delegaciones do issue permits for many street stalls. While new permits are rare to come by, many were opened up under new policies set out by AMLO and then Ebrard to people over a certain age. These are generally found in public areas like parks and intersections and not in front of homes though, like you are talking about.

Agreed, but you said it yourself; you need a good leader at the top to have the blueprint of how the rank and file can help themselves.

I was refering to the roots of the problem. The symptoms, not the cure. That doesn't mean, for example, legitimizing franeleros or pirate taxis just because they have been doing it for a long time. It means asking why people have been allowed to practice extortion with innocent, tax-paying motorists on public streets, and putting a stop to it. It means giving the people real access to their representatives so their problems can be sorted (I had to do some research recently to find out who my local delegate is!)

When you have a sick patient, you can't just buy him some new clothes and apply make-up so that he looks better; you have to find out what is making him sick!
