Not uncommon. And it's the unwitting foreigner who gets reamed when the cops some sniffing around.

Up until recently I would have assumed that getting a release letter would be fine no matter what the current job or FEC specified. But I went from a non-educational FEC (or whatever it was) to a teaching one, and I had to start the process over, release letter or not.
