You also have to keep in mind that we from the West are used to hearing all sorts of different kinds of accents and tones, not only in the media but at the 7-11 or other places out in the real world.

How many non-native Japanese speakers are there in Japan vs. how many non-native English speakers are there in the West?

Japanese are simply not as used to hearing foreigners speak Japanese than we are at hearing them speak Engrish.
