The convention is that if you are on the Moon or in Outer Space or at the Notrth Pole, you can go by Mecca Time.. This does not apply if you are in the USA ! (Unless you are in the North of Alaska !)
In Middle Americas you should go by local time. |

I'm sure that your or my opinion on this doesn't matter in the least to them...
