I found a cheap ticket to go to London from Shanghai. Do I need a transit visa as a US citizen?

As this is the Russian forum, I assume that you are planning to change planes in Russia. If so, I believe that you do require a transit visa. I base my answer on what the US Embassy in Moscow has to say:

I think Cole is right. Not 100% sure, but when dealing with papers and travel documents in Russia, leave nothing to chance. Check and check again. Contact embassies directly. I wouldn't only check a forum such a this.

In fact, re changes of flights, I would say leave nothing to chance anywhere. I know a Russian who got in trouble travelling to Canada because she needed a transit visa in the USA.
