Why are direct hires being offered so little?

http://www.higheredjobs.com/international/details.cfm?JobCode=175722147&Title=Royal%20Commission%20for%20Jubail%2C%20Saudi%20Arabia%20Requires%20Native%20Faculty%20in%20English%20Language

Says the salary is 2,000 to 4,000 USD per month at Jubail University
I know the 2,000 is probably for a guy with an unrelated degree and little experience, but still, others EdEx, etc. offer more. This is not the first university I've seen offering so little. What is with the sub $3k salaries for Westerners?

Many of the teachers are non-Westerners.
