Dear Teacher-in-the-Know:

Your earlier comments indicate that the provincial and city foreign-affairs bureaux can nicely bugger the normal supply-and-demand curves for Foreign Experts by mandating such things as (1) how many a school can hire and (2) how many hours they can be worked before "overtime" kicks in.

Could you kindly outline for us the functions, powers, etc. of these offices---the Shanghai Foreign Affairs Bureau in particular?

Where is CLANCY? I normally would have received feedback by now.

I hope he hasn't been squelched.

His comments are sometimes pungent, but always trenchant.
