It depends on the flat, and where in Kadikoy it is located.
If it were a 5 star apartment with unobstructed sea views from a giant balcony, and you were only sharing with one other person, then 800 YTL would be cheap.
If it's a crappy, back alley concrete block populated by gypsies, then you're being taken for a ride.
If it's something in the middle, then I would try and bargain 10 to 15% off that price, or, if it's a nicely done out apartment in a nice enough building in a nice enough area, push at the very least for all water & heating bills to be included, plus the internet.
Bear in mind that you could rent a basic, but clean and internally modernish, 2 bed apartment 30 mins out into the suburbs for around 550 YTL (+ estate agent's one month findind fee). You wouldn't want to live in one due to the dreadful state of the public transport system, but that's what they go for.
